EDUCATION PROGRAM

The prime mandate of NCHD is to help Pakistan achieve the Millennium Development Goal target of 86% literacy by 2015. In order to achieve this goal, the Commission has prioritized literacy promotion and taken a two-pronged approach for this:

  1. Curbing the annual increase in the illiterate pool-by ensuring all children enroll in school and don’t drop out before learning to read and write;
  2. Dealing with the “back-log” of adult illiterates-by implementing literacy programs in communities

Universal Primary Education

Situation of Primary Education in Pakistan:

  • Gross enrollment rate in schools is 70%
  • Out of it, 50% children dropout before reaching the fifth class
  • Only one third of the 30% survivors pass the primary education
  • Only 11% of the total target population gets education.

Objectives of UPE Program

  • 100% enrollment (age 5-7 years)
  • Reducing dropout rate from 50% to less than 10%
  • Ensuring quality education through teachers' trainin

After a baseline survey and analyzing the out of school children in the area, the Program sets up ‘feeder schools’ for 5-7 years olds in areas where no government schools are available, so that all children have access to education. In keeping with NCHD’s participatory development model, the local community is mobilized to provide space and teachers for the feeder schools, while the nearest government school provides materials and supervises the facility. NCHD pays the teachers salaries. Currently, 17,890 feeder schools are functional all over Pakistan.

The UPE program also helps government schools through teacher training, provision of additional teachers (to cope with increased enrollment) and new facilities.

Adult Literacy:

Recognizing the fact that Adult Literacy is the key to improve standard of living and quality of human resources, NCHD has been implementing the program with the mission to increase literacy rate by 86% till the year 2015. Its programs for adult literacy were developed keeping in mind the lessons from past literacy campaigns, e.g. inappropriate syllabi.

NCHD sets up Adult Literacy Centers in local communities providing basic literacy skills to the individuals (especially women) in the age group of 11-45, either never enrolled or dropped out of school before acquiring literacy skills. The community provides space for these centers along with some of the literate individuals who can serve there as teachers.

The curriculum and textbooks are designed for easy learning and functionality, thereby enhancing retention. Again, communities are mobilized to provide space as well as the teachers. Women are encouraged particularly.

After the completion of three month course, the learner is able to:

  • Achieve the basic literacy equivalent to grade three
  • Read simple text of Urdu
  • Write a simple letter
  • Manipulation of figures-able to add, subtract, multiply and divid
